EXECUTIVE SUMMARY

This report recommends amending a contract with Carlson Barbee & Gibson (CBG), who has provided consulting services for the City and previous developers for the last twelve years. The proposed amendment will extend the contract for 18 months and add $175,000 to the budget to perform civil engineering and surveying services as the development of Alameda Point occurs, including:
* Phase 3C Navy / State Lands exchange survey maps
* Site A, Site B, and Main Street Neighborhood engineering tasks
* VA property related tasks
* Surveying related tasks
* Implementation of the Master Infrastructure Plan for Alameda Point

CBG is uniquely qualified for these efforts, based on their prior experience at Naval Air Station Alameda (Alameda Point), including conveyance of property from the Navy, development and implementation of the Master Infrastructure Plan, and other related engineering-related projects.

BACKGROUND

CBG has provided civil engineering and surveying consulting services for the redevelopment of Alameda Point on behalf of the City of Alameda (City) and the City's previous master developers for over twelve years. As described in greater detail below, the proposed amendment includes a scope of work for legal descriptions and a record of survey for the Phase 3 Navy conveyance and Tidelands Trust exchange, engineering review for Site A and Enterprise District projects, and implementation assistance regarding the Master Infrastructure Plan for Alameda Point (MIP).
