EXECUTIVE SUMMARY

Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road have high volumes of traffic, especially in the late afternoon when drivers exiting the area are trying to make left turns across this large street. Additional development of vacant parcels in the near future will further increase traffic. The installation of signals will increase safety and improve the level of service for these intersections.

BACKGROUND

The installation of signals at Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road includes, but is not limited to, the installation of traffic signal cabinet and controller, service, signal poles, accessible pedestrian signal, video detection systems, battery backup system, and emergency vehicle preemption.

DISCUSSION

To solicit the maximum number of bids and the most competitive price, plans and specifications were provided to 17 separate builders' exchanges throughout the Bay Area and to 34 prequalified contractor's on the California Uniform Public Construction Cost Accounting Act (CUPCCA) list. Bids were opened on June 5, 2019. Four contractors submitted bids, one of which was disqualified because it did not attend the Mandatory Pre-bid Meeting*.
