ROLL CALL
* Chair Leslie Morrison was present via teleconference. Commissioner Hall was absent. All other members were present. Commissioner Elizabeth Kenny served as Acting Chair.
MINUTES
* Minutes from the December 11, 2019 regular meeting of the Commission on Disability were approved.
ORAL COMMUNICATIONS
* No public comment was heard.
NEW BUSINESS
4A: The following is a summary of Mastick Senior Center's presentation on the City of Alameda's transportation program plan for seniors and people with disabilities from Victoria Williams.
* Measures B and BB fund this program and require taking program recommendations to Boards and Commissions for discussion.
* Service Overview
o The Alameda Loop Shuttle was rebranded in 2017 and now runs every 30 minutes, the average cost is $11 per ride, the max allowed is $20, recommend continuing and installing a real-time shuttle location system (not sure yet what that will include), ridership in 2019 was 9289 and in the 1st 5 months of the fiscal year already at 5478!
o Subsidized taxi services have low reliability and high costs, 766 people enrolled in the program but only 60 purchased vouchers and some did not use, recommend terminating.
o Free AC Transit Easy Passes for low-income residents have been successful, recommend expanding.
o Group trips, recommend continuing current trips.
o Door through Door services - new program - volunteers are trained to take people for rides (note these are in volunteers cars, so this is not accessible to all).
* Capital Program
o They are making improvements at bus stops to ensure ADA compliance.
* Customer Service and Outreach
o They have been providing materials, have a historical tour which Commissioner Brillinger helped with, have ads running at the Alameda Theater, etc.
