EXECUTIVE SUMMARY

The replacement of the pier, gangway and floating dock at the Grand Street Boat Ramp was approved and funded in the Fiscal Year (FY) 2020-21 Mid-Cycle Budget under the Parks Maintenance capital improvement project. The Grand Street Boat Ramp has two boat lanes and docks. The entire dock and gangway structure on the east side of the ramp has been closed since February 2020 due to significant public safety concerns. The total cost to purchase the dock and gangway structure, including shipping and tax, is $99,307. The installation will be completed under a separate contract with Power Engineering.

BACKGROUND

The Grand Street Boat Ramp (Grand Street) is one of two city-owned public boat launch facilities that are free to the public. Grand Street launches boaters into the estuary and the Encinal Boat Launch Facility provides direct access to San Francisco Bay. Both facilities are heavily utilized by the public for fishing, recreation, paddle boarding and kayaking, as well as launching for training exercises by the Alameda Fire Department, Coast Guard and U.S. Marine Corps.

The dock, piers and gangway structure on the east side of the Grand Street Boat Ramp was closed in February 2020 due to public safety concerns. It is not repairable in its existing condition but requires a full replacement. The COVID-19 pandemic delayed the start of this project due to park staff focus on park safety, cleaning and managing facility closures/re-openings.
