EXECUTIVE SUMMARY

On July 16, 2019, the City Council awarded a contract to Ray's Electric in the amount of $592,800 for the signal installation at Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road. On October 20, 2020, the City Council approved an amendment to the contract in the amount of $280,890 for unforeseen extra work and additional project components.

The project included installation of new traffic signal cabinets and controllers, electrical service, signal poles, accessible pedestrian signal, video detection systems, battery backup system, and emergency vehicle preemption. The improvements executed under the contract are complete and acceptable to staff. Staff is recommending City Council accept the work.

BACKGROUND

Harbor Bay Parkway/North and South Loop Road and Harbor Bay Parkway/Penumbra Place and South Loop Road have high volumes of traffic, especially in the late afternoon when cars exiting the area are trying to make left turns across this large street. Recent and additional development of vacant parcels will further increase traffic. Signalized intersections at these locations will increase safety and improve the level of service for these intersections.

DISCUSSION
