EXECUTIVE SUMMARY

The City of Alameda (City) has over 125 centerline miles of roadway providing access and circulation to every resident and business in the city. The City's pavement management program, in combination with the City's Maintenance Service Center, works to maintain this network through a combination of maintenance and rehabilitation activities including an annual capital project. The 2020 pavement management program, phase 39, included the slurry and cape seal of 46 streets, or approximately five miles, by American Pavement Systems, Inc. The City Council is a being asked to accept this work as complete.

BACKGROUND

On July 21, 2020, the City Council awarded a contract in the amount of $1,404,150including contingencies, to American Pavement Systems, Inc., for the 2020 pavement management, phase 39, slurry and cape seal project.

DISCUSSION

The City's pavement management program, in combination with the City's Maintenance Service Center, works to maintain this network through a combination of maintenance and rehabilitation activities including an annual capital project. American Pavement Systems, Inc. resurfaced the full width of each specified street with cape seal or slurry seal. Cape seal and slurry seal are thin coatings of asphalt cement and sand sprayed on the street, which is used to prolong the street's useful life. See Exhibit 1 for locations.

The project was completed in accordance with the plans and specifications, and is acceptable to the Public Works Department. The final cost, including all change orders, is $1,177,342.

* Accept the work of American Pavement Systems as presented by staff.
* Do not accept the work and give staff alternate instruction.
