EXECUTIVE SUMMARY
The City of Alameda (City) conducts annual trash/litter cleanups along our shoreline at identified locations in order to comply with regional trash reduction goals in Alameda's Municipal Regional Stormwater Permit (MRP), set by the San Francisco Bay Regional Water Quality Control Board (RWQCB). On March 18, 2019, the City entered into an agreement with Civicorps Schools (Civicorps) for shoreline trash and litter cleanups to meet trash reduction goals. On May 18, 2020, the City entered into a First Amendment to Agreement extending the contract for another year. Staff is satisfied with the work accomplished by Civicorps and is asking the City Council to extend the agreement through June 30, 2024, in a not to exceed amount of $168,000.
BACKGROUND
The City's MRP issued by the San Francisco Bay RWQCB sets specific trash load reduction requirements for permittees. In order to meet these reduction requirements, the City has contracted with Civicorps since 2012 to provide annual shoreline trash and litter cleanups.
The cumulative volume of trash, litter and debris removed from the Alameda shorelines by the Civicorps work crews during these annual cleanups over the past two years totals 52.7 cubic yards.
DISCUSSION
Staff remains satisfied with the annual shoreline trash, litter and debris cleanup services provided by Civicorps and recommends continuing the services of Civicorps for a total term of five years at a not to exceed amount of $168,000.
