EXECUTIVE SUMMARY

Staff is recommending that City Council designate Community Development Director, Lisa Maxwell, Assistant City Attorney, Len Aslanian, and Assistant Community Development Director, Nanette Mocanu as the real property negotiators for 650 West Ranger Avenue (Building 92) Alameda Point, Alameda, CA, Parcel # 74-1375-2 (Parcel A), and 2450 Saratoga Street, 801 West Ranger Avenue (Building 114), Alameda, CA, Parcel #74-1368-9-2 (Parcel B), which will allow them to meet with City Council in closed session to discuss: (1) price and terms related to a potential purchase by the City of Parcel A, and (2) price and terms of a potential lease or sale of Parcel B in a manner compliant with all applicable laws (including the Surplus Land Act (SLA)) and to represent the City in negotiations with a public or private party. With respect to Parcel B, to be compliant with the SLA, negotiations will not commence until January 1, 2023, when the legislation making Alameda Point exempt from the SLA goes into effect.

BACKGROUND

On May 18, 2021, the City Council declared five projects sites, including Parcel A, to be surplus properties under the SLA and authorized the Interim City Manager to comply with the SLA procedure for those sites. That SLA noticing process did not generate any offers for Parcel A, including from any affordable housing developers.
