EXECUTIVE SUMMARY

The City Council approved an agreement with CivicMakers to facilitate a three-year Strategic Plan for the City of Alameda. This is the first City Council workshop to develop and discuss the vision and key priorities for the Strategic Plan.

BACKGROUND

On February 7, 2023, City Council approved an agreement with CivicMakers to provide strategic planning services and create a three-year Strategic Plan. This Strategic Plan is a tool for City Council to develop a shared vision and priorities with specific projects outlined that meet those priorities. It will also be utilized to inform the upcoming Fiscal Year (FY 2023-25) budget.

DISCUSSION

CivicMakers conducted an initial review of pertinent background documents, individually interviewed Councilmembers and held a focus group with the Executive Management Team. CivicMakers then compiled the information gathered and will utilize it to facilitate Council's development of the Vision and Strategic Plan.

The workshop agenda (Exhibit 1) includes an initial visioning exercise, refining that vision and identifying the top key priorities.

1. Participate in the City Council Workshop to develop a Strategic Plan
2. Provide direction to staff for an alternative process for Strategic Plan development

FINANCIAL IMPACT

There is no financial impact from this Council strategic planning workshop. Any projects identified through the strategic planning process that require financial contributions from the City would be subject to future City Council approval.
